Contract: Permanent

Salary: Research Officer: £28,015 – 33,419 per annum

Senior Research Officer: £33,420 – 39,896  per annum

We are seeking to appoint a (Senior) Research Officer to join ODI’s Public Finance and Institutions Programme.  Under the supervision of a Research Fellow/ Head of Programme, the post holder will contribute to designing and delivering innovative, high-quality and policy-relevant research, policy advice and public-affairs initiatives. You will contribute to policy research and advisory projects, engage with policymakers in research and advisory processes, and disseminate results. The (Senior) Research Officer will contribute to the development and delivery of a portfolio of research (primarily applied economic analysis using both quantitative and qualitative methods), policy advice and public affairs in the area of public finance and public management within the Institute’s overall strategy, with the aim of inspiring and informing policy.

 

 

ODI’s programme on Public Finance and Institutions (PFI) is a multidisciplinary research and advisory programme focusing on public finance. The programme comprises 10 staff and 12 research associates together with a network of consultants working on a large flagship initiative: the Budget Strengthening Initiative,which currently provides advisory support to Ministries of Finance in South Sudan, Liberia, Sierra Leone and Uganda, as well as to the Secretariat of the g7+ group of countries.

 

 

Recent programme highlights include:

 







  • A growing body of work on taxation and its role in social and economic development

  • A lesson learning report drawing from the experience of BSI’s work in South Sudan, Uganda, the Democratic Republic of the Congo, Liberia and with the g7+. 


 

 

About you

 


 Research Officer 


  • A degree and post-graduate degree in relevant discipline.

  • Strong knowledge of the Public Finance and Institutions subject matter

  • Demonstrable interest and experience in embedding new approaches of institutional development within Public Finance.

  • Active knowledge of key international institutions in the sector and beyond.

  • Experience in producing policy-oriented research outputs.


  • Strong numerical and quantitative skills, including applied econometric analysis.


  • Strong interpersonal skills with the ability to negotiate successfully and cultural awareness.

  • Excellent analytical and writing skills.

  • Good presentation and networking skills.

  • Multitasking skills. 

  • Excellent IT skills (Word, Excel, Power Point).

  • Ability to work in a team. 

  • Willingness to travel on a frequent basis.

  • Ability to work on own initiative. 

  • Fluency in English, and preferably good command of at least another language such as French, Spanish, German, Portuguese. 


 

 

Senior Research Officer

  • Active knowledge of key international institutions in the sector and beyond.

  • Some developing country work experience. 

  • A developing track record of publications.

  • Significant experience in an international policy development research environment, i.e. policy-oriented research, demonstrated by publications and reports. 

  • Experience in producing research outputs in a short period of time and for different audiences.


  • Strong numerical and quantitative skills, including applied econometric analysis.


  • Strong interpersonal skills with the ability to negotiate successfully with a wide range of people and cultural awareness.

  • Excellent analytical and writing skills.

  • Strong presentation and networking skills.

  • Multitasking skills. 


 


  • Excellent IT skills (Word, Excel, Powerpoint).

  • Experience with management and analysis of large datasets.

  • Ability to work in a team.
